Excerpts from Unofficial Minutes of December 19, 2003 Special Board Meeting

105,328 SP-1 RECEIVED The Update on Release of PECO Funds.

**** APPROVED* The outlined Plan of Action, *as amended to include the following language: “that the School Board vote and implement, prior to February 1 [2004], to immediately reduce the total payroll for construction noted in the OPPAGA recommendations of 2001, and more specifically [as] outlined in the FMI Report of 2003.”

**** AGREED To transmit the Plan of Action to the Miami-Dade Land Acquisition and Facilities Maintenance Operations Advisory Board for consideration.

**** REQUESTED That the Miami-Dade Land Acquisition and Facilities Maintenance Operations Advisory Board hold a meeting to consider the School Board’s Plan of Action as soon as possible, but not later than January 9, 2004.

105,329 **** AMENDED* Response to #4, Page 3 of 4 of the Plan of Action, as follows:

* “…Since fiscal year 2000-2001, maintenance costs for the normal repair and upkeep of the district’s facilities have been reduced from $2.90 per sq. ft., to $2.13 per sq. ft. by the end of the fiscal year 2002-2003. This represents a 77 cent per sq. ft. reduction in cost and in absolute terms equals an improvement of more than $23 M. These Some of the reductions in cost were achieved in the following areas: …”

105,330 **** FAILED* To approve the following substitute motion proffered by School Board Member Frank J. Bolaños:

“The district will continue to meet cost per student station caps set by the State statutes for all Florida school districts, and will also track costs per square foot and attempt to reduce costs while maintaining standards. The School Board accepts as a recommendation to build schools in the future at a cost that will not exceed an average of $125 per square foot, not including design and planning, off-site costs, and unusual soil conditions, setting that as a firm requirement; and direct staff to bring any future variances to the School Board at its next regular School Board meeting on an ongoing basis.”

* Motion failed on a tie vote, with Dr. Krop, Mr. Cobo, Dr. Pérez, and Dr. Stinson opposing. All other members voted in support. [Note: Mr. Agustin Barrera was absent from today’s Special Board meeting.]
