PERSONS WISHING TO SPEAK TO AN AGENDA ITEM listed for this meeting and/or the PUBLIC HEARING, to be conducted immediately following the conclusion of the regular agenda, should submit a written request to the Superintendent of Schools, 1450 N.E. Pursuant to Board Rule 6Gx13-8C-1.17, a person not scheduled in advance to speak on a non-agenda topic must submit a written request to the Superintendent of Schools not later than 10:00 a.m. on the day of a regular Wednesday Board Meeting. The request must state the person’s name, address, subject and reason for asking emergency handling of the request, reason demonstrating good cause why the 4:30 p.m. Monday deadline was not met, and Board action requested. Board members present at the meeting must vote by a two-thirds (2/3) majority, for the person to be heard.
Speakers List will generally be posted on Tuesday PM or Wednesday AM prior to the meeting.
The School Board of Miami-Dade County, Florida, seeks public input and participation. However, the public purpose is not served when citizens become disorderly or disrupt the meeting. A-2 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE FLORIDA STERLING COUNCIL, AS SPECIFIED IN BOARD-APPROVED GRANTS, TO PROVIDE SERVICES TO SUPPORT THE IMPLEMENTATION OF THE MIAMI-DADE COUNTY PUBLIC SCHOOLS PERFORMANCE EXCELLENCE PARADIGM (PEP), AT A COST NOT TO EXCEED $150,000, FROM JANUARY 17, 2002 THROUGH MAY 31, 2002
RECOMMENDED: That The School Board of Miami-Dade County, Florida:
1. authorize the Superintendent to enter a contractual agreement with the Florida Sterling Council, as specified in board-approved grants, to provide services to support the implementation of the Miami-Dade County Public Schools Performance Excellence Paradigm (PEP), at a cost not to exceed $150,000 from January 17, 2002 through March 31, 2002; and

C-3 REQUEST AUTHORIZATION FOR THE DISTRICT TO PARTICIPATE IN A PILOT PROGRAM WITH PEARSON EDUCATION IN THE USE OF ELECTRONIC TEXTBOOKS
RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to participate in a pilot program with Pearson Education in the use of electronic textbooks. The only cost to the district will be substitute coverage.
C-4 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH CUTLER RIDGE MALL GENERAL PARTNERSHIP, INC., TO HOLD THE FORTY-EIGHTH ANNUAL SOUTH FLORIDA REGIONAL SCIENCE AND ENGINEERING FAIR, FROM FEBRUARY 10, 2002 THROUGH FEBRUARY 15, 2002
RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement with the Cutler Ridge Mall General Partnership, Inc., for the purpose of holding the South Florida Science and Engineering Fair at the Cutler Ridge Mall, from February 10, 2002 through February 15, 2002. No local funds are required.
C-5 REVIEW AND APPROVAL OF 2001 – 2002 EDUCATIONAL EXCELLENCE SCHOOL ADVISORY COUNCIL MEMBERSHIP ROSTERS
RECOMMENDED: That The School Board of Miami-Dade County, Florida, review and approve the 2001 – 2002 Educational Excellence School Advisory Council Membership Rosters. No local funds are required.
C-6 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH SCHOLASTIC, INC., TO PURCHASE AND USE THE SCHOLASTIC READING INVENTORY TEST AS PART OF THE COMPREHENSIVE READING PLAN, IN AN AMOUNT NOT TO EXCEED $595,935, FROM JANUARY 17, 2002 THROUGH JUNE 30, 2004
RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into contractual agreement with Scholastic, Inc., to purchase and use the Scholastic Reading Inventory Test as part of the Comprehensive Reading Plan, in an amount not to exceed $595,935, from January 17, 2001 through June 30, 2004. The appropriation for the May 2002 Scholastic Reading Inventory is included in the 2001-2002 Adopted Budget. Appropriations for subsequent administrations will be included in future budgets.
C-11 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ISSUE A REQUEST FOR PROPOSALS FROM AGENCIES TO PROVIDE RESPIRATORY THERAPIST, REGISTERED NURSE, AND LICENSED PRACTICAL NURSE SERVICES FRO THE EDUCATION OF EXCEPTIONAL STUDENTS, FROM JULY 1, 2002 THROUGH JUNE 30, 2003

1. authorize the Superintendent to issue a Request for Proposals from agencies to provide Respiratory Therapist, Registered Nurse, and Licensed Practical Nurse services for the education of exceptional students, from July 1, 2002 through June 30, 2003; and
2. approve a selection committee to evaluate the submitted proposals.

This supplemental award is requested due to higher usage than the previous bid period. Last contract usage averaged $57,623.98 per month, while this year's usage has averaged $110,142.20. Several of the Furniture, Fixtures and Equipment (FF&E) construction project orders, processed last year, were middle learning centers, which utilize the chair desk for student stations. Attached is a list of all FF&E projects processed, as well as a list of all FF&E projects that will be placing orders against this bid in the near future. Additionally, there was a one-time unusual purchase against this bid to replace all student stations at William Chapman Elementary.
Based on the current average monthly usage to date, along with the projections attached, it is recommended that the supplement be issued to cover the District's needs.
