RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to: 1. accept a grant award from the Florida Department of Education, in the amount of $75,000, for funding the Family Literacy Corrections Inmate to Inmate Program, Project Cycle: September 30, 2002 through June 30, 2003; D-6 REQUEST THAT THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, RECOMMEND THE INCLUSION IN THIS UPCOMING LEGISLATIVE PACKAGE LOWERING THE COMPULSORY AGE OF ATTENDANCE FROM SIX (6) YEARS OF AGE TO TWO AND A HALF (2 1/2) YEARS Compulsory school attendance is required at age six (6) and permitted at age five (5) for kindergarten. ACTION PROPOSED BY DR ROBERT B. INGRAM: That The School Board of Miami-Dade County, Florida, recommend the inclusion in this upcoming legislative package lowering the compulsory age of attendance from six (6) years to two and a half (2 1/2) years. D-14 MIAMI-DADE DROPOUT PREVENTION TASK FORCE On December 12, 2001 the School Board authorized the creation of an ad-hoc task force to develop strategies and best practices for reducing the dropout rate in Miami-Dade Public Schools. G-17 FINAL REPORT ON DOLLARS TO THE CLASSROOM ACT FOR 2001-02 COMMITTEE: FINANCIAL AFFAIRS Pursuant to Section 1011.64, F.S., beginning in fiscal year 2001-02, the Legislature requires that any school district that fails to meet minimum academic performance standards, must increase classroom expenditures from operating funds. RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the 2001-02 Final Report on Dollars To The Classroom Act and authorize the Superintendent to forward the report to the Department of Education. AGENDA ITEMS ADDED AFTER PUBLICATION OF THE AGENDA: A-10 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ACCEPT THE DONATION OF $50,000 FROM THE INJURY FREE COALITION FOR KIDS NATIONAL OFFICE AT COLUMBIA UNIVERSITY, THROUGH THE UNIVERSITY OF MIAMI/JACKSON MEMORIAL MEDICAL CENTER, FOR A PLAYGROUND AT PAUL LAURENCE DUNBAR ELEMENTARY SCHOOL COMMITTEE: SCHOOL OPERATIONS The Injury Free Coalition for Kids (IFCK) National Office at Columbia University, through the University of Miami/Jackson (UWJMH) Memorial Medical Center and in collaboration with the Allstate Foundation will donate $50,000 to Paul Laurence Dunbar Elementary School for the purchase, delivery and installation of a playground. Additionally, if the building and opening of the playground is completed within the 2002 calendar year, an additional $10,000 is expected in the first two years from the Allstate Foundation to assist in the first five years of playground maintenance. RECOMMENDED: That The School Board of Miami-Dade County, Florida, direct the Superintendent to accept the donation of $50,000 from the Injury Free Coalition For Kids National Office at Columbia University of Miami/Jackson Memorial Medical Center, for a playground at Paul Laurence Dunbar Elementary School. G-32 COUNSEL FOR PROPOSED GENERAL OBLIGATION BOND WAIVER TRANSACTION, GENERAL OBLIGATION REFUNDING SCHOOL BONDS SERIES 1993, AND GENERAL OBLIGATION BONDS SERIES 1994 COMMITTEE: FINANCIAL AFFAlRS The Board’s current General Obligation bond counsel, Squires, Sanders & Dempsey LLP on October 16, 2002 informed staff in writing that it does not wish to participate in the proposed General Obligation Bond Waiver transaction. RECOMMENDED: That The School Board of Miami-Dade County, Florida appoint Greenberg, Traurig and Edwards & Carstarphen, the latter being the Board’s current co-bond counsel, to act as counsel for the proposed General Obligation Bond Waiver transaction. The fee would be $.60 per thousand dollars in bonds and $18,000 for legal work on the forward delivery contracts, but not to exceed $135,000 plus $5,000 in out-of-pocket expenses. The fee would be due and payable upon a successful completion of the transaction. COMMITTEE: ELEMENTARY AND SECONDARY EDUCATION AND SCHOOL OPERATIONS As per Section 228.056(10)(c), Florida Statutes, a charter school contractual agreement may be modified during its initial term or any renewal term upon the recommendation of the Sponsor and the approval of both parties to the agreement. RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the fifth amendment to the Charter School Contractual Agreement with Coral Reef Montessori Academy Charter School, Inc., to relocate a maximum of 158 students to a second location at Kids at Play Learning Center, 22121 SW 112 Avenue, Miami, Florida 33170, for the remainder of the 2002-2003 school year. E-4 AUTHORIZATION TO EFFECTUATE A REDUCTION OF LEASED OFFICE SPACE AND ACHIEVE COST SAVINGS BY CANCELING THE LEASE AGREEMENTS FOR THE 1444 AND 4300 BISCAYNE BOULEVARD BUILDINGS AND RELOCATING PERSONNEL TO A BOARD-OWNED FACILITY COMMITTEE: FACILITIES PLANNING AND CONSTRUCTION Backqround Information Presently, the School Board leases office space at 4300 Biscayne Boulevard and 1444 Biscayne Boulevard. The table below provides a snapshot of the District functions housed in each of these buildings, number of employees, total square footage at each facility and total lease costs. RECOMMENDED: That The School Board of Miami-Dade County, Florida: 1. authorize the Superintendent or his designee to allow the lease agreement with Biscayne Management Corporation for the 1444 Biscayne Boulevard Building to lapse on January 24, 2003; E-24 AUTHORITY TO AMEND THE CAPITAL CONSTRUCTION BUDGET COMMITTEE: FACILITIES PLANNING AND CONSTRUCTION The capital construction budget is being amended to provide additional funding for completion of ongoing projects, to closeout accounts and to transfer unused amounts to provide reserves and contingencies for future use. VELAZOUEZ - DOAH CASE NO. 02-2819 At its regularly scheduled meeting of July 10, 2002, the School Board took action to dismiss Lillian R. Velazquez from further employment with the School Board for excessive absenteeism. The employee timely requested a hearing on the matter. C-6 AMENDMENT OF EMPLOYMENT AGREEMENTS FOR SENIOR ASSISTANT SCHOOL BOARD ATTORNEYS COMMITTEE: PERSONNEL SERVICES, MEDIA COMMUNICATIONS AND MARKETING During the past year, several attorneys from the Board Attorney’s Office have resigned to take positions which afforded them greater financial compensation. Most recently, Mr. Pease resigned in April 2002, Mr. Greco resigned in August 2002 and Mr. Montalvo resigned in September 2002. RECOMMENDED: That The School Board of Miami-Dade County, Florida authorize amendments to the Employment Agreements of Ana I. Segura and Luis M. Garcia and authorize a total combined salary increase for the two positions of $18,000. C-7 GUIDELINES AND PROCEDURES ASSOCIATED WITH THE ROLE AND RESPONSIBILITIES OF IN-HOUSE COUNSEL FOR THE BOARD : COMMITTEE: PERSONNEL SERVICES, MEDIA COMMUNICATIONS AND MARKETING At the School Board meeting of July 10, 2002, the Board requested that the School Board Attorney provide specific guidelines and procedures associated with the role and responsibilities of in-house counsel for the School Board. Accordingly, the Board Attorney has drafted a document entitled “The Manual of Procedures for the Office of the School Board Attorney”. RECOMMENDED: That The School Board of Miami-Dade County, Florida, receive “The Manual of Procedures for the Office of the School Board Attorney”. D-3 REQUEST THAT THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, DIRECT THE SUPERINTENDENT TO REPEAT THE PRINCIPALS’ SURVEY SO THAT IT CAN BE UTILIZED AS A BENCHMARK TO DETERMINE HOW EFFECTIVE THE DISTRICT’S REFORM HAS BEEN I propose that the Principals’ survey be repeated so that it can be utilized as a benchmark to determine how effective the District’s reform has been. D-4 REQUEST AUTHORIZATION TO EXAMINE THE COMMISSION FOR FLORIDA LAW ENFORCEMENT ACCREDITATION PROCESS FOR THE MIAMI-DADE SCHOOLS POLICE DEPARTMENT, INCLUDING THE ESTIMATED COST THEREOF In 1993 Florida Statute 943.125 encouraged the Florida Sheriffs Association (FSA) and the Florida Police Chief Association (FPCA) to create an independent voluntary law enforcement agency “accreditation program.” ACTION PROPOSED BY DR. ROBERT B. INGRAM: That The School Board of Miami-Dade County, Florida, authorize a study to examine the Commission for Florida Law Enforcement Accreditation process for the Miami-Dade Schools Police Department (MDSPD), and include internal and external staffing commitments and costs.
